Subject: Request for directing Government of India and Government of Bihar
to
follow the UNESCO norms to avert the delisting of Mahabodhi Mahavihar
from World Heritage Site List.
Sir,
With great respect to the highest constitutional office of the country,we would
like to draw your kind attention towards the continuous flouting of the UNESCO norms by
Government of India and Govemnment of Bihar in the administration of Mahabodhi
Mahavihar Buddhagaya.
Mahabodhi Mahavihar, a place where Tathagata Buddha attained enlightenment
is a world-renowned place of historical importance. This most important place of the
Buddhist devotees all over the world has been described by UNESCO as the Monument
of outstanding Universal Value. Subsequently it got inscribed in the prestigious list of
World Heritage Sites on 29th June 2002. This historical step by the world body (UN) was
overwhelmingly welcomed by the Buddhist countries and disciples spread all over the
globe. Indian Buddhists also wholeheartedly welcomed this step and released a sigh of
relief thinking that it will result in the better management of the place.
It must be sadly mentioned here that Mahabodhi MahaVihar is the only religious
worship place in the world which is not managed only by the followers of that particular
religion. Presently it is management by a body constituting 4 Hindu and 4 Buddhist
members, headed by the district collector. This itself is against the letter and spirit of our
great constitution which guarantees the freedom or religion. It also violates the
international norms and conventions of the civilized nations. Whatever little progress has
been made in the direction of better management is the result of the prolonged agitation
by the Buddhist organizations which also exposed the financial and administrative
corruption since the year 1947-1997
It has been reported recently by some prominent news agencies and news papers
that U.N. is seriously thinking to revoke the World Heritage Status for Mahabodhi
Mahavihar due to lack of cooperation by Central and State governments. It is mentioned
in the report that the UNESCO officials are unhappy with the central and state
governmet for the following reasons-
a) Poor Maintenance of the Mahavihara by the government.
b)Unauthorized-illegal construction in the premise of the Mahavihara.
c) Fluting height restrictions in construction.
d) Hurdles by the local elements for the creation of 1KM Buffer Zone in the
premises.
e)Total neglect,lack of co-operation by the Centralal and State Governments.
It is extremely sad to mention here that the centraI and the state government is
violating its own promises made to the world body at the time of declaration of the World
Heritage Site. The creation of Buffer Zone Height restriction, environment upgradation
etc is the essential part of the scheme to maintain the sanctity of the Mahavihara. If both
the Governments co operate with the world body it will add to the proper administration
and beautification of the site fetching more tourists and visitors. These measures are
opposed by local corrupt Politician-Bureaucrat-Businessmen Nexus for their own
personal interests. This problem must be solved rationally keeping in view the
importance of the international site which cannot be judged by the local standards. Strict
action must be taken against these anti-social elements who are keen on destroying the
sanctity of the place and instrumental in flouting the international norms.
The de listing of the World Heritage Status by the UNESCO on the grounds of
non co operation by the Central and State Governments will lead to great shame to
the country. It will also result in loosening the cultural-diplomatic relations with the
Buddhist countries ,which is so important at this important juncture. If this continuous
inactiveness of the government persists it will compel the Buddhist organizations
spread through out the globe to raise voice of protest against it. It will again bring
great disrepute to the coutry.
Hence , we request His Excellency, the President of lndia to kindly direct the
central and the state government to follw the UNESCO norms, shed inactiveness
and show its sincerity to avert the delisting of the World Heritage Status to the
Mahabodhi Mahavihar.
